The foundation is weak and the management level is not high. Although these companies have a certain management foundation, they have relatively backward technology, outdated equipment and insufficient maintenance, and the level of automation is not high. The "three simultaneous" system was not implemented. With the lack of management functions in the chemical industry, the current revision of design specifications and standards in the chemical industry has stagnated. Many norms and standards lag behind technological progress, resulting in low access conditions for the chemical industry, and some small chemicals that have not been subject to project safety review or security guarantees. The installations have been completed and put into operation. Many chemical parks, especially the ones planned by county-level governments, have a low starting point for chemical concentrating areas. They have low entry barriers for investment, and a large number of small-scale chemicals with unsafe technology, high energy consumption, and heavy pollution settle in the park. These small chemical safety guarantee capabilities are poor, safety accidents occur during the trial production process, and the safety production pressure increases. On January 15, a fire and explosion occurred in Boyang Chemical Co., Ltd. in Wuyi City, Jinhua City, Zhejiang Province, killing 4 people. According to the preliminary investigation, the company has not changed the production process without the proof of production safety. There are also serious problems such as the unreasonable layout of the factory and the non-explosion-proof electrical equipment in hazardous areas.
The "three violations" phenomenon is very serious. Judging from the recent accidents, the problems of incomplete regulations, illegal operations, and inadequate corporate safety management are still very prominent. Although some companies have formulated safety production rules and regulations, they have not been strictly implemented. On January 1st, a poisoning accident occurred in Taiyuan Huayuan Chemical Co., Ltd., Shanxi Province, resulting in three deaths. The main reason was that there was no circulation, no replacement cleaning and purging of operating storage tanks, and no toxic and harmful gases and oxygen content. For detection and analysis, no effective protective measures were taken and the operators illegally entered the hazardous workplaces.
Lack of safety training. At present, China's chemical companies, especially small and medium-sized chemical enterprises, have poor quality, poor safety awareness, and poor safety skills. The emergency system is not perfect, there are no emergency plans, and illegal operations are serious. It is not uncommon for distressed individuals to rescue themselves or to rescue each other improperly. “1·1†poisoning accident in Shanxi Taiyuan Huayuan Chemical Co., Ltd., and “1. 9†asphyxiation accident in Chongqing Tesla Chemical Raw Material Co., Ltd. all had corporate management personnel and operating personnel lacking awareness of the hazards of the workplace and the violation of the regulations. , illegal operations and other issues.
