One view is that industrial clusters are formed entirely spontaneously and the government should not intervene; another view is that the government can follow the rules of cluster development and promote the rapid and healthy development of industrial clusters.

As the role of the government in the development of industrial clusters is unclear, some localities in reality have clustered or neglected to manage and guide local industrial clusters. This has led to a disorderly industrial layout and the emergence of enterprises everywhere; or the government has dominated the construction of clusters and built large-scale civil engineering parks. There are few garden enterprises. Although some companies enter the park, they do not form a reasonable functional area and do not reflect the benefits of specialization.

Weaknesses in the ability to independently innovate, the industry is easy but difficult, and the industrial chain is imperfect are all common defects. This has led to the original industrial cluster with the purpose of expanding the scale of the industry, improving industrial competitiveness, and accelerating the process of new industrialization, and has fallen into a low-level and poorly competitive market environment.

Ten billions of bases in Dandong, Liaoning, only saw the arrival of missing output

If it is said that instrumentation industry clusters have been the most prosperous in recent years, Dandong, which once set a number of national firsts in the field of instrumentation, is one of them. The Liaoning (Dandong) Instruments and Meters Industry Base was established in April 2009 and is a provincial-level key industrial base located within the Dandong Lingang Industrial Park in the coastal economic belt of Liaoning Province. It is the most competitive high-tech industrial research and development area in recent years and has The world's leading level instrumentation industry cluster area.

According to a government report released recently by the government of Dandong, Liaoning Province, the estimated gross production value of the region in 2013 was 111.7 billion yuan, up 12% year-on-year, of which the value-added industry above the industry was 42 billion yuan, an increase of 13%. In 2013, Dandong Instrument and Metering Industry Base had 26 new companies signed up. However, in the project of over 150 billion projects identified in Dandong last year, no instrument-related projects were involved. "Impressed but not seen output" has become the biggest criticism of this one billion base. Blind investment promotion, expansion of scope, and investment promotion seem to have become the development model of many current industrial clusters. The characteristics of the instrument industry, which is "large and messy, big but not strong," are also meticulously displayed on the instrument industry cluster. Blindness, homogeneity, and even maliciousness will offset many of the benefits of industrial clusters. The structural adjustment is bound to be the current schedule for the base. In the past year, the base has also taken measures such as removing cages and replacing birds for lagging companies. As for the effect, only the output will be clear.

For example, Wuzhong City, led by Wu Zhong and other instrument companies, has gradually become an advantageous industry for its instruments and meters. In particular, the development of electric energy in the region has given fertile land to the instrumentation industry. The government of Ningxia also pointed out in its government report that Wuzhong City should focus on the development of instruments and meters in 2014. This is one of the few provinces and cities that mentioned the development of instrumentation industry in government reports throughout the country.

Another example is that Cangnan Wenzhou, led by Tianxin Instruments, achieved remarkable results in 2013. In particular, Cangnan, with its geographical advantages, vigorously developed foreign trade and promoted China's instrument manufacturing industry to go out of the door and go to foreign markets. Among them, Cangnan Lingxi Instrument and Meter Industrial Park had 71 instrumentation companies in the first half of last year, achieving an industrial output value of 1.623 billion yuan.

At present, the instrumental industry cluster shows a hundred schools of thought, which may give the industry a good example. As the saying goes, the length of Bo’s family’s home is short. The formation of industrial clusters was not accomplished overnight. How to strengthen planning and guidance, optimize industrial layout, promote project construction, enhance development stamina, cultivate leading enterprises, and promote industrial agglomeration, etc., and finally achieve the industrial advantages that industrial clusters should generate are current and future needs to continue to explore the road.
