According to the current emission standards, high-emission vehicles include State I and State II vehicles, with approximately 1.8 million vehicles.

Beijing will increase the elimination of "yellow cars" and old vehicles. The "Action Plan" proposes that in 2011, Beijing is expected to phase out "yellow-marked vehicles" and 50,000 old motor vehicles; by the end of 2015, it will strive to eliminate all "yellow-marked vehicles" and other high-emission old vehicles of 400,000. At the same time, increase the use of new energy vehicles.
