Pan Xinhua told the China Youth Daily reporter that he had been to some cities abroad and was impressed with the two types of public toilets. One type is a liquid public toilet, which is very convenient on the streets of the city. There is also a class of fine public toilets. The architectural style incorporates local cultural elements and becomes a landmark on the street, becoming a local scene.

Pan Xinhua said that China's public toilets are generally lacking in features. Most of them are not well-designed and lack integration of regional cultural elements.

When visiting abroad, Pan Xinhua communicated with local officials and found that many cities had explicit regulations on the construction of public toilets. The size of the city and the size of the population determined the number of public toilets that the city must build.

After repeated considerations, Pan Xinhua wrote the "Proposal on the Construction and Management of Public Toilets in Our Province" and submitted it to the Fifth People's Congress of the Eleventh Jiangxi Province on February 1 this year.

In the proposal, it was proposed that the implementation plan for public toilet construction management in Jiangxi Province should be formulated as soon as possible. With the State Council's "Regulations on the Management of Urban Appearance and Environmental Sanitation" and the "Administrative Measures on Urban Public Toilets" of the Ministry of Construction as a guide, in conjunction with the provincial conditions, the planning, construction, and maintenance of urban public toilets, as well as funds, land, personnel, and related laws that need to be complied with Regulations and other aspects, make clear regulations, establish a set of reasonable layout, adequate quantity, complete facilities, environmental coordination, management standards of urban public toilet service system; it is recommended to organize relevant departments to carry out as soon as possible the status of urban public toilets survey and assessment, the city public Layout and quantity of toilets, construction standards, implementation plans, investments, etc. shall be planned and implemented in an integrated manner so as to make the plan operational; at the same time, the specific location plan for public toilets shall be publicized, and social supervision shall be conducted to ensure the construction land for public toilets. .

The proposal also proposes to ensure the quantity and quality of public toilets after planning, make up for insufficient quantities, and rectify those with insufficient quality. At the same time, maps of public toilets have been compiled to accurately identify civilized, clean and applicable public toilets on the map and provided free of charge to residents and travelers.

It is recommended that governments at all levels should take the lead in appealing that the built-in toilets in shopping malls, restaurants, hotels, gas stations and other places in the province be open to the public for free during business hours. Except for special circumstances, the internal toilets in street units, public buildings, and non-operating venues are, in principle, open to the public for free, and open notices are provided.

In areas where conditions are recommended, the design of public toilets should be fully humanized to cater for the needs of all types of people. The provision of human-accessible public toilets has brought convenience to the handicapped and disabled elderly. In order to make it easier for people with disabilities to walk or get up, non-slip tiles should be placed in the toilet. Stainless steel handrails and handles should be provided on both sides of the toilet and on the wall next to the toilet. It is stipulated that new public toilets should be provided with barrier-free access and blind people's toilets, and equipped with handicap and elderly special toilets.

Pan Xinhua told the China Youth Daily reporter that urban public toilets are an important environmental sanitation infrastructure in cities, reflecting the city’s management level and civilization. Strengthening the construction and management of public toilets is an important part of the government's provision of public services.
