Brands suspected of illegally emitting cars include Jetta, Beetle, Golf, Passat and Audi A3. According to the US Clean Air Act, each illegally emitted vehicle faces a fine of up to $37,500. Nearly 500,000 vehicles mean that Volkswagen may face a maximum fine of $18 billion.
