Whether or not this implementation will be postponed again, Tang Dagang, director of the Vehicle Pollution Control Center of the Ministry of Environmental Protection, made it clear that on July 1, 2013, the fourth-phase emission standard for heavy vehicles will be resolutely implemented, with no possibility of delay.

Can you press oil upgrade?

“For the four standards of commercial vehicle industry, we started to upgrade technology two years ago.” In an interview with reporters, the person in charge of the Dongfeng Commercial Vehicle Planning Department said: “On July 1, we were able to launch compliance in accordance with national standards. We are fully prepared for the fourth national standard product.” However, the person in charge immediately expressed some of his concerns, such as the failure of oil products, inadequate urea supply stations, etc.

The same is July 1, according to the latest regulations issued by the country this day, China's diesel market will fully implement the three national standards, and the country will not sell diesel two. However, at this time, the national standard diesel car has already begun to sell, and the upgrading of oil products has been slower. However, after the implementation of the four standards for diesel vehicles, whether it can be used to upgrade oil products is difficult to say.

Rising product prices directly affect the enthusiasm of buying cars

In terms of post-processing systems, the current domestic SCR technology requires the addition of urea in the exhaust gas treatment process. However, at present there are very few urea filling stations in the country, and the relevant ministries have also considered this issue. The solution adopted is a gradual transition. For example, to provide small cans of urea to some group users, the initial four vehicles in the country, allowing urea companies to undertake some of the distribution tasks, etc., but once the implementation of the four diesel vehicle standards, to accelerate the construction of urea supply stations is also a top priority.

“In order to develop a vehicle that meets the national standard, product technology upgrades have also brought about an increase in production costs, and further reflect the sales price of the product.” The head of Dongfeng Commercial Vehicle Planning and Communication Department told reporters. In addition, analysts in the industry have analyzed that due to the price increase of the national standard, the sales of medium- and heavy-duty trucks will have little impact, but this will affect sales of light trucks and light passengers to a certain extent. Upgraded common rail system and equipped with a tail gas emission treatment system, the product cost will be 10,000 to 30,000 yuan more than the original. The medium and heavy trucks are purchased by enterprises, and 1-3 million yuan only accounts for more than ten points of the entire vehicle price. First, but light trucks and light passengers have a lot of private purchases, the overall vehicle price is relatively low, and the substantial increase in the cost of car purchases will directly affect people’s enthusiasm for purchase.

Strengthen access management, strengthen supervision and inspection

Before the implementation of the three standards for diesel vehicles, there were still a large number of diesel engines in the country that were posing as the country's third diesel engine. This led to disputes caused by the lack of license plates on the vehicles. In this regard, the person in charge of the Dongfeng Commercial Vehicle Planning and Communications Department told reporters that after the implementation of the Fourth National Standard for Commercial Vehicles, the state will introduce more relevant regulations and measures to strengthen the supervision and further regulation of the market.

Recently, the State Council announced on the Internet the "Opinions of the General Office of the State Council on Strengthening Energy-saving and Emission Reduction of the Internal-combustion Engine Industry," and the "Opinions" stated that it "enhanced the promotion and implementation of energy-saving and emission-reduction policies and regulations, and related standards for energy-saving and emission-reduction of internal-combustion engine products. Admittance management, strengthen supervision and inspection, carry out inspections on the implementation of backward product elimination system, fuel consumption limit standards, etc., to ensure that all management measures, regulations and standards are strictly enforced.”
