The “China New Energy Vehicle Promotion and Application Experience Exchange and Development Seminar” was held in Yingshan New District, Shenzhen from November 25th to 27th. The Pingshan Forum will conduct in-depth exchanges and experience sharing on the four parts of “Expanding and Applying the Latest Policy Interpretation”, “Demonstration City Promotion Application Sharing”, “Enterprise/Product Access Certification and Standards Regulations” and sub-disciplinary seminars. The development of new energy vehicles has gone through four stages. It was the promotion stage before last year. Last year and this year, the central government issued the most intensive policies. There are still some new documents in development. Premier Li Keqiang talked about the deployment of new energy vehicles at the State Council working meeting this year. On September 23, the power supply facilities were formulated. On September 29, the policies for new energy vehicles were regulated. The State Council organized the China Manufacturing 2025 Plan, and in 2025 China became a manufacturing powerhouse, taking new energy vehicles as a content. The goal of new energy vehicles is brief. In 2020, the sales volume of new energy vehicles will exceed 1 million units, and in 2025, it will exceed 3 million units. Under the guidance of the government's attention or policy, new energy vehicles have made significant progress in 2014 and 2015, and 100,000 units have been sold from January to October this year. More than 200,000 vehicles were produced in less than two years from 2014 to 2015. The quantity produced is very close to the quantity sold. The important feature of these two years is that passenger cars have become the main products of new energy vehicles. The sales of pure electric passenger cars and pure electric commercial vehicles in 15 years are very large, far exceeding 14 years. Plug-in commercial vehicles have not changed much in 14 years. Logistics vehicles have a rapid growth trend in 2015. More than 10,000 cities with better sales have Shanghai, Beijing, Zhejiang, and Jiangsu, and five more cities and cities have more than 5,000. The state of the enterprise, global new energy vehicle manufacturers sell BYD in the world, the second largest number of new energy vehicle sales. I think that at the end of 2015, China's cumulative sales volume may be close to the cumulative sales in the United States. China and the United States will become the countries with the most sales of new energy vehicles in the world. From the perspective of development momentum, China's development momentum is higher than that of the United States. In the first half of 2015, the sales volume in the first half of 2015 exceeded the sales volume of the United States in the same period. It is believed that the full year of 2015 will definitely exceed the sales volume of the United States this year. The growth trend is higher than that of the United States. China may become the country with the largest cumulative sales of new energy vehicles in the world. New energy car buses are far ahead, ranking first in the world. China is completely independent and innovative on the bus. In terms of passenger cars, there are quite a wide variety of vehicles developed and covered. BYD has occupied an important position in passenger cars last year. BYD e6, Qin, Tang and Song have sold well in China. Has a good competitive edge. The technology of liquid crystal cells and lithium batteries is quite mature. Now develop new materials and increase energy density one step further. In 2014, China's power battery production and sales volume has accounted for one-third of the world's total. In the first half of 2015, BYD's major manufacturers of power battery shipments, BYD is leading, followed by Guoxuan, ATL, Lishen and so on. A group of power battery companies have grown up. Pure electric buses occupy half of the power battery usage. Pure electric buses drive the development of the battery industry and still play a big role. Infrastructure construction is a weakness, but breakthrough progress has also been made in 2015. First, the central government has adopted policies and local governments have taken many measures. Second, in addition to the state grid continues to invest here, many capitals enter. Third, the standardization work has gradually been implemented, and infrastructure innovation is also very active. Examples of innovative charging technologies, such as the charging system of Shanghai Duba, the wireless power supply system of ZTE, etc., are all innovations. In addition, companies with charging facilities have large companies in the State Grid and active private companies. In addition, time-sharing leasing is an attempt. In the rental industry, electric vehicles want to break through. There are still many difficulties in how to break through. Time-sharing leasing is likely to be a good form of breakthrough for new energy vehicles in the rental car industry. The development process of emerging industries summarizes the development rules of various emerging enterprises. The new energy has reached the late stage of the introduction period. The beginning of the rapid development of new energy sources cannot be said to have improved into the track of rapid development. I feel that the new energy vehicles have not yet developed rapidly. track. Breakthrough progress in new energy vehicles has accumulated more than 300,000 vehicles by the end of this year. China is expected to become a leading country in the promotion of new energy vehicles. Shanghai, Beijing, Jiangsu, Zhejiang and other cities have promoted more than 10,000 vehicles, and Shenzhen has done a good job. Leading by technological innovation, important progress has been made in the research and development and industrialization of key components such as new energy vehicles and power batteries. It has become an international advanced industry and is catalyzing the reform of the automobile industry. New energy vehicles are changing the pattern of the auto industry. First of all, the bus field has changed a lot, and now the pattern of passenger cars is changing. The public sector promotion work has steadily advanced, and the private sector has become the mainstay of promotion. New energy vehicles are expected to enter a period of rapid development. There are several main problems in the promotion work: First, the development of various promotion cities is uneven, and the promotion of a few cities has made little progress. I did not list all the cities, and left a little face to the work. The promotion of more than 5,000 vehicles belongs to the first category. Local governments are working very hard, with the attention of local leaders and the support of all walks of life. Shanghai is the most done, characterized by government determination and a good way of working. There are still medium, the number of promotion is two or three thousand, and the results of the promotion work are average. There is still a batch of work that has not progressed. So far, it is one hundred and eighty, and the promise is 5,000. In fact, it has not been done. Probably these three categories, the end of the year is coming, it is estimated that the situation will not change much. Second, the infrastructure is seriously out of stock, charging is difficult, and some plug-in cars have lower power consumption rates. Shanghai is the city that promotes the most plug-in cars. Their statistical plug-in car power consumption rate is 60%, which is still good. Third, the lack of investment in research and development, the new energy of new energy vehicles is not balanced, and can not meet market demand. Fourth, the development of the battery industry is relatively lagging behind, and the R&D power is scattered. Although we have grown up a number of battery industries, I feel that we still lack internationally competitive enterprises and industrial groups. People can compete with LG and Samsung. LG and Samsung are building factories in China, threatening our electronics industry. This is us. The place where my heart is tangled. Fifth, local protection issues are widespread, affecting the promotion work and the healthy development of the industry. In addition, there are still a few issues that are of concern: First, the promotion work should be carried out from the beginning of next year to the national level. Shenzhen has already formulated the practice after 2016, not to let it go after it has been released. I feel that at this stage, there is no local government's enthusiasm to take the second place, and the adjustment of subsidy policies has an impact on promotion work and industrial guidance. The state has introduced a subsidy policy. The local subsidy policy is considered to be very worthy of study. Without subsidies, new energy vehicles will not work now, and excessive subsidies will not work. It will be cancelled sooner or later. In the future, there will be many subsidy policies for new energy vehicles, such as the elimination of restrictions and other policies, which promote the development of new energy. But these things are getting sooner or later, this is normal, it is time. 16 to 20 years is a transitional period, and how to implement the subsidy policy after the transition period is very important. Third, with the passage of time, battery performance and quality are mixed, how to deal with the upcoming battery performance degradation, quality assurance, maintenance, complaints and other issues. All companies and government agencies have to do something about this. Fourth, as the work of recycling and recycling the battery scrapped battery is started, it should be laid out as early as possible. Fifth, we must eliminate safety hazards and reduce fire accidents. The analysis of the strength field of the new energy automobile industry, how to maintain a large driving force, to solve the resistance of the promotion work, to solve these problems, so that new energy vehicles continue to move forward, has been pushed to the track of rapid growth, there is a lot of work to be done here. Finally, looking forward to the promotion work, the infrastructure is still the bottleneck of the promotion work. It is a good sign at the beginning, and a lot of work needs to be implemented. It is very important for all provinces and cities across the country. Increase the construction of technology research and development and industrialization to avoid the emergence of core defects. Especially in the power battery, don't finally become a new energy car, and most of the batteries are foreign batteries. The battery is the bottleneck, and the battery basic research and development and industrial infrastructure are increased. In 2020, we will achieve the goal of ensuring 350 watts of safety and longevity, and become an international competitive company. It is necessary to improve the policy measures from 2016 to 2020 as soon as possible, including the central and local governments. The encouragement and subsidy methods are more effective and more time-sensitive. Finally, I propose to carry out scientific evaluation of the promotion effect of new energy vehicles at the end of this year and early next year, sum up experience and improve work, and provide a better basis for the next five years of work.
